23 June 2020 – Zoom Virtual Meeting

Overview

The Marine Park Authority Board (MPA) convened its second virtual meeting on Tuesday 23 June 2020.  Board members welcomed Ms Robbie Sefton to her first Board meeting following her appointment on 28 May 2020 for a period of five years.  The Board looks forward to working together as a full complement of members with a diverse set of relevant skills.  At MPA 261 Board members discussed the Reef Advisory Committees endorsing membership for the Indigenous Reef Advisory Committee as recommended by the Authority.  Board members provide their annual review of the Board procedures and processes approving for the Board Charter to be made available on the Authority’s website.  The Corporate Plan was reviewed with Board members agreeing to provide final comment and approval of the performance measures out-of-session.  Board members reviewed the draft Water Quality Position Statement and provided approval for public consultation. An update in respect of the Policy and Planning Strategic roadmap was provided with Board members commending the progress on the Roadmap.  Mr Andrew Metcalfe, Secretary of the Department of Agriculture, Water and the Environment phoned into MPA 261, providing an opportunity for the Board and Secretary to have a valuable discussion on key issues.

Reef Advisory Committees

Decision MPA 261 (2020-261-01i on 23/06/2020): The Authority:

  • NOTED the discussion with the Tourism Reef Advisory Committee in relation to the “Remaining connected to the Great Barrier Reef” Project.
  • APPROVED IN-PRINCIPLE the recommended membership for the Indigenous Reef Advisory Committee.
  • CONFIRMED there is no objection to publication of the decision.

Review Board Procedures and Processes, Board Charter, Conflict of Interest and required Policy reviews

Decision MPA 261 (2020-261-03 on 23/06/2020): The Authority:

  • DISCUSSED the amendments made to the Board Charter since MPA 258
  • NOTED following MPA 261 the Board Charter will be published to the Great Barrier Reef Marine Park Authority’s (Authority) external website.
  • NOTED section 70 of the Crimes Act 1914 was repealed in April 2020 which saw amendment to the standing Board Paper 01c Apologies, Disclosure of Interests, Confidentiality, Board Composition and standing Board Paper 01c Attachment B.
  • CONFIRMED there is no objection to publication of the decision.

2020-2021 Corporate Plan

Decision MPA 261 (2020-261-04 on 23/06/2020): The Authority:

  • NOTED the requirements for the development of the 2020-21 Corporate Plan.
  • DISCUSSED the draft 2020-21 Corporate Plan, and will provide further comments out of session.
  • DISCUSSED the performance measures section of the 2020-21 draft Corporate Plan and will approve out of session.
  • NOTED how comments previously provided by the Board have been addressed.
  • CONFIRMED there is no objection to publication of the decision.

Water Quality Positon Statement

Decision MPA 261 (2020-261-06 on 23/06/2020): The Authority:

  • APPROVED the draft water quality position statement for targeted consultation.
  • CONFIRMED there is no objection to publication of the information.

Policy and Planning Strategic Roadmap Update

Decision MPA 261 (2020-261-07 on 23/06/2020): The Authority:

  • NOTED the update on implementation of the Policy and Planning Strategic Roadmap.
  • CONFIRMED there is no objection to publication of the information.
