How to apply for a TUMRA?

A key objective of the Indigenous Land and Sea Country Partnerships Program is to expand the Traditional Use of Marine Resources Agreement (TUMRA) Program across the Great Barrier Reef Marine Park catchment. 

Traditional Owners must who wish to develop a TUMRA must advise the Great Barrier Reef Marine Park Authority in writing. Once an application has been received there are a range of criteria that will be considered in assessing whether a TUMRA development proposal is funded and to what extent funding may occur.

TUMRA Development Guidelines

Traditional Owners with Great Barrier Reef sea country (and persons or legal entities acting on behalf of Traditional Owners) can apply to the GBRMPA to develop a TUMRA.

As a guide, the GBRMPA will consider the provision of funding up to $50 000 for Traditional Owners to develop a TUMRA based on:

  • Assessment of a TUMRA development project proposal and,
  • A detailed budget (which addresses all of the applicable criteria)

TUMRA Implementation Guidelines 

Traditional Owners may seek funding to support the implementation of a TUMRA which has been accredited by the Commonwealth and Queensland Governments, or an ILUA to which the GBRMPA is a party.
