EMC passenger transfer numbers

For the purpose of the Environmental Management Charge (EMC), a 'transfer passenger' is a person who is transported by a permitted Marine Park operator but does not undertake any tourist activity with the operator. The most common example of transfer passengers in the Marine Park is ferry passengers, such as island residents travelling to and from the mainland, tourists travelling to and from island resorts, and employees of island resorts travelling to and from work.

Whilst transfer passengers are not required to pay EMC, permitted operators are required to record numbers of transfer passengers on their EMC returns.

The following graph charts the volume of individual passenger transfers from 1997 to 2007, based on the GBRMPA's EMC data.
