Conservation Heritage and Indigenous Partnerships*

Objectives

The Conservation, Heritage and Indigenous Partnerships Group has the following four objectives: 

  • To ensure that the natural values in the Great Barrier Reef Marine Park (Marine Park) are maintained or enhanced within a broad ecosystem-based framework, with particular emphasis on Protected Species, the Great Barrier Reef Region’s unique fauna and flora, areas of high ecological value and critical habitats. 
  • Recognising the cultural association of Aboriginals and Torres Strait Islanders with the Great Barrier Reef World Heritage Area, and their values and use of the area, to foster partnerships with Aboriginals and Torres Strait Islanders who use and visit the area, especially as they relate to the other three objectives. 
  • To ensure that the heritage values within the Marine Park are maintained or enhanced, with particular emphasis on: 
    • Cultural heritage of Aboriginals and Torres Strait Islanders
    • Non-Indigenous cultural heritage.
  • To ensure the Great Barrier Reef Marine Park Authority’s (GBRMPA) involvement within the Great Barrier Reef World Heritage Area meets Australia’s obligations under international conventions relevant to these objectives (for example, the World Heritage Convention, the Convention on Biological Diversity, the Convention on International Trade and Endangered Species, Ramsar). 

Terms of Reference

Considering the above four objectives, and the social, economic and cultural significance of the Marine Park, the Reef Advisory Committee established to assist the Conservation, Heritage and Indigenous Partnerships Group (CRAC) has the following Terms of Reference: 

  • To provide advice to the GBRMPA relevant to the Conservation, Heritage and Indigenous Partnerships Group on matters relating to the above objectives, including: 
    • Policy development (including priorities for policy development) and research/monitoring
    • The development and implementation of plans developed by the GBRMPA including strategic plans, plans of management, zoning plans and recovery plans
    • Communication strategies and liaison activities. 
  • As necessary for the purposes of carrying out the function of providing advice, to undertake specific tasks/projects that complement the activities of the Conservation, Heritage and Indigenous Partnerships Group
  • To provide comment and advice annually on the Strategic Work Programme of the Conservation, Heritage and Indigenous Partnerships Group
  • To assist the GBRMPA’s Conservation, Heritage and Indigenous Partnerships Group to meet the GBRMPA’s corporate priorities and the group’s strategic priorities (as indicated by the Strategic Work Programme)
  • To assist the Conservation, Heritage and Indigenous Partnerships Group to adequately consider community issues and facilitate engagement, with particular emphasis on Indigenous issues and the functions of the Community Partnerships Group
  • To make available, for broad distribution, information about and a record of the RAC’s activities and outcomes.

* The MPA has asked that consideration should be given by the Committee to have the stated objectives of the Critical Issue Group reflect the economic significance of the Great Barrier Reef Marine Park.  (MPA 174/15)
