What is involved
An action plan is prepared by council annually to address four focus areas:
- Water management
- Waste management
- Land management
- Community engagement

Plans are then submitted to the Great Barrier Reef Marine Park Authority for review.
To ensure equity amongst councils, the Great Barrier Reef Marine Park Authority, together with local government officers, developed a process where small and large councils can be compared equally under the Reef Guardian Council programme.
