The Marine Park Authority Board (MPA) convened on Tuesday 19 September 2017. Members discussed the Threatened Species Listing Consideration for Hammerhead Sharks; the Authority’sCorporate Report 2017-18; the Authority’s Annual Report 2016-17 and the Whitsundays Plan of Management tourism operators forum.

Risk Management Report

Decision MPA 247 (2017-247-6 on 19/09/2017): The Authority:

  • Noted the risks within the Authority’s risk register.
  • Noted the Authority’s results of Comcover’s Risk Management Benchmarking Survey 2017.
  • Noted the Authority’s results of Comcover’s Risk Management Benchmarking Survey 2017.
  • Discussed the example of how the Authority may present its work in identifying strategic risks that could impact on its ability to meet its strategic goals.

GBRMPA Strategic Direction

Decision MPA 247 (2017-247-9 on 19/09/2017): The Authority:

  • Noted emerging strategic directions and how these directions are articulated through the 2017-18 Corporate Plan and Blueprint for Resilience.
  • Discussed priorities to be taken into consideration to guide operational planning and the finalisation of the 2017-18 Agency Annual Operating Plan.
  • Noted that the corporate and operational planning and performance arrangements are currently being reviewed.

Cruise Ship Policy - Post Consultation

Decision MPA 247 (2017-247-11 on 19/09/2017): The Authority:

  • Revoked the 1999 ‘Policy on Cruise Shipping in the Great Barrier Reef Marine Park’.
  • Approved the Chairman to provide final approval on the policy ‘Cruise Ship Operations in the Great Barrier Reef’ once amendment is made to include legislation on ballast water management.

Updating Policy on Managing Scientific Research in the Marine Park

Decision MPA 247 (2017-247-12 on 19/09/2017): The Authority:

  • Revoked the 2004 policy Managing Scientific Research in the Great Barrier Reef Marine Park, effective on the date the current tranche of regulation amendments associated with the permission system come into force (anticipated to be 4 October 2017).
  • Noted the impending replacement of the 2004 policy with the Guidelines: Managing Research in the Great Barrier Reef Marine Park (Research Guidelines).
  • Noted the Research Guidelines need to come into force at the same time as the regulation amendments.
  • Confirmed the intention of Decision 2012-223-10 to delegate to the Chairman of the Authority the power to make guidelines is a delegation of the power to make policies pursuant to subsection 7(4) of the Great Barrier Reef Marine Park Act 1975.

Tourism Reef Advisory Committee – Extension of Term

Decision MPA 247 (2017-247-15 on 19/09/2017): The Authority:

  • Agreed to extend the term of the Tourism Reef Advisory Committee from 30 December 2017 to 30 June 2018, thereby aligning with the end of the Indigenous Reef Advisory Committee.

Outlook 2019 Report – Update and Engagement Approach

Decision MPA 247 (2017-247-16 on 19/09/2017): The Authority:

  • Noted the Outlook Report update.
  • Noted the proposed engagement approach to involve the Marine Park Authority Board at critical stages of Outlook Report drafting.
