24 - 25 February 2020 – Townsville

Overview

The Marine Park Authority Board (MPA) convened on Monday 24 February 2020 and Tuesday 25 February 2020 in Townsville.  At MPA 259 Board members discussed the broader tourism industry (and other Reef-related industries) and the Great Barrier Reef Marine Park Authority’s (Authority) role in relation to the serious economic challenges facing the industry in 2020.  Board members approved the results and performance measures of the Authority’s outcome statement to be included in the Portfolio Budget Statement (PBS) and noted progress continues in implementing the recommendations from the Craik Governance review.  Board members discussed, noted and provided feedback on the consultation draft of the reviewed Reef 2050 Plan.  The Authority’s mid-year progress report in respect to the Corporate Plan 2019-20 was noted and Board members were provided with an opportunity to discuss and provide advice on the “lessons learned” on the assessment following the release of the 2019 Outlook Report.  During MPA 259 Board members undertook company director training as part of the Board’s continuous improvement, learning and development program.

Special Discussion:  Tourism Challenges in 2020

Decision MPA 259 (2020-259-02a on 24/02/2020): The Authority:

  • NOTED the Authority is aware of the serious economic challenges facing the tourism industry (and other Reef-related industries) in 2020.
  • NOTED the Authority remains committed to a range of programs that will help support a Marine Park that is healthy, resilient and well managed, with a world-class marine tourism industry.
  • NOTED the tourism industry has approached the federal government seeking a reduction in the Authority’s Environmental Management Charge, and that the Authority is preparing advice to the Minister on this matter.
  • DISCUSSED potential areas of sensitivity for the Authority in relation to its engagement with the tourism industry.
  • CONFIRMED there is no objection to publication of the information.

Corporate Planning Performance Measures

Decision MPA 259 (2020-259-04 on 25/02/2020): The Authority:

  • APPROVED the results and performance measures for the Authority's outcome statement to be included in the Portfolio Budget Statement (PBS).
  • NOTED that any further minor amendments to the PBS performance measures and targets will be made by the Accountable Authority.
  • NOTED the draft results and performance measures for the Authority’s four program areas and the capability area (to be tabled at MPA 259).
  • CONFIRMED there is no objection to publication of the information.

Revised Reef 2050 Plan

Decision MPA 259 (2020-259-06 on 25/02/2020): The Authority:

  • NOTED the consultation draft of the reviewed Reef 2050 Plan (Attachment A).
  • DISCUSSED and provide advice on the draft Plan.
  • CONFIRMED there is no objection to publication of the decision.

Post-Outlook Report 2019 - Lessons Learned

Decision MPA 259 (2020-259-09 on 25/02/2020): The Authority:

  • NOTED the Outlook team has undertaken a “lessons learned” assessment following the release of the 2019 Outlook Report to assist in continuous improvement for future Outlook Reports.
  • DISCUSSED and provided advice on the lessons learned from a Board perspective and any additional feedback/suggestions for incorporation into the lessons learned.
  • CONFIRMED there is no objection to publication of the decision.
