Overview

The Marine Park Authority Board (MPA) convened on Monday 14 October 2019 and Tuesday 15 October 2019 in Brisbane.  The Governor-General appointed Mr Duane Fraser to the Marine Park Authority Board on 3 October 2019 and Board members welcomed Mr Fraser at MPA 257.  At MPA 257 Board members participated in a Strategic Risk Workshop and later met with stakeholders from the Brisbane region on the evening of 14 October 2019. Members discussed the Corporate Planning Strategy for the Great Barrier Reef Marine Park Authority (GBRMPA) and the continued progress of implementing recommendations from the Craik Governance Review.  Members reviewed the draft Fishing Position Statement noting it would soon go out for public consultation. Members discussed the Reef Advisory Committees (RAC) noting the appointment process and the relationship between MPA and the RACs. MPA also discussed general projects and business for Great Barrier Reef Marine Park Authority including the Reef Restoration Policy, Douglas Shoal Project and the collection of Environmental Management Charge.

Corporate Planning Strategy

Decision Marine Park Authority Board 257 (2019-257-02 on 15/10/2019): The Authority:

  • NOTED the process for the development of performance measures
  • NOTED the timeline for the development of the Portfolio Budget Statement and Corporate Plan, and the integration of the performance measure development into these activities.
  • DISCUSSED the draft performance measures for the Authority’s vision and Authority’s key objectives and provides guidance on the performance measures.
  • NOTED the planned improvements to the Portfolio Budget Statement and Corporate Plan.
  • CONFIRMED there is no objection to publication of the information

Fishing Position Statement

Decision Marine Park Authority Board 257 (2019-257-03 on 15/10/2019): The Authority:

  • REQUESTED the draft fishing position statement be amended for Chairperson approval before going to targeted consultation.
  • CONFIRMED there is no objection to publication of the information.

Reef Advisory Committee

Decision MPA 257 (2019-257-04 on 15/10/2019): The Authority:

  • AGREED with the appointment of Mr. Terry Cummins as Chair of the Tourism Reef Advisory Committee.
  • AGREED with the appointment of Tourism Reef Advisory Committee Members as listed, with the inclusion of Ms Chrissy Grant, and Ms Wendy Morris to attend as an observer.
  • AGREED for the staff of the Authority to reach out to Traditional Owners and leaders in the community to encourage additional nominations for the Indigenous Reef Advisory Committee and once the Committee is appointed Mr Duane Fraser to attend as an observer.
  • NOTED the appointments of the Indigenous Advisory Committee Members along with the appointment of a Chair of the Indigenous Reef Advisory Committee will be sent out of session for agreement.
  • CONFIRMED there is no objection to publication of the information.

Reef Restoration Policy

Decision MPA 257 (2019-257-05 on 15/10/2019): The Authority:

  • NOTED the Authority has commenced work on a draft restoration and adaptation policy
  • NOTED the draft restoration and adaptation policy will be provided to the Board for consideration at its next meeting in December 2019
  • DISCUSSED and CONFIRMED the intended purpose of the draft policy
  • DISCUSSED what success looks like for the Reef into the future, where interventions for conservation benefits are likely to become a necessity
  • DISCUSSED interventions that should be avoided in the Marine Parks at this time
  • CONFIRMED there is no objection to publication of the information
